If you have another antivirus software installed, it will turn off Windows Defender.

As far as malware protection is concerned, I only have Defender. Make sure you have set your Window clock & date set properly and then try to turn you Windows Defender back on and see if it works fine. So I would highly recommend to run a complete Windows Update, then go into Windows Defender and run an update from there as well.
